
The Government of Jamaica has expanded its digital payment infrastructure with the introduction of a new platform designed to streamline direct deposits for Phase 2 of the Restoration of Owner or Occupant Family Shelters (ROOFS) Programme. The initiative is aimed at improving the efficiency and accessibility of benefit distribution to eligible households affected by housing-related needs.
The digital system, GovPay, Jamaica’s official platform for receiving government disbursements, is now available at GovPay beneficiary portal, allowing beneficiaries to access payment services and track their status through an online interface. According to the Ministry of Labour and Social Security, the platform is part of a broader effort to modernise public service delivery and reduce delays associated with traditional voucher and cash-based distribution methods.
Speaking at the Post-Cabinet Press Briefing at Jamaica House on Wednesday, May 27, Minister of Labour and Social Security Hon. Pearnel Charles Jr. outlined that the updated system is not only being introduced for Phase 2 beneficiaries but will also extend certain functionalities to individuals from Phase 1 of the programme. He noted that more than 80 per cent of Phase 1 participants have already received their vouchers or successfully completed the process to access cash or building materials.
For the remaining beneficiaries in Phase 1, the Minister acknowledged that some delays have been experienced due to verification challenges. He explained that the government has responded by refining the system to create a more efficient and accessible process, allowing individuals to complete their transactions with fewer administrative barriers.
Beneficiaries who have been verified and received SMS notifications but have not yet redeemed their assistance can now use the GovPay platform by entering their Taxpayer Registration Number (TRN) to obtain real-time updates on collection procedures and payment status. The Ministry stated that the enhanced system is intended to reduce bottlenecks and improve communication with applicants.
Minister Charles Jr. also highlighted the integration of artificial intelligence within the digital platform, which is being used to assist in resolving outstanding verification cases. He said this technological enhancement is helping to close the remaining gap of approximately 20 per cent of Phase 1 beneficiaries who are still pending completion of the process.
He further explained that some application delays were linked to incorrect or incomplete TRN submissions, including mismatches in names and registration details. To address this, the Ministry is working closely with Tax Administration Jamaica to validate and correct TRN records, ensuring eligible individuals can be added to the verified list and receive direct deposit payments without further complications.
Officials have described the updated system as part of a broader digital transformation strategy within social support programmes, aimed at improving accuracy, reducing fraud risk, and ensuring faster delivery of benefits to vulnerable households under the ROOFS Programme.
